First game of the season kicks off with Wolf Pack making second appearance in Albuquerque this season.

ALBUQUERQUE, N.M. --- ESPN Regional Television (ERT) and the Gildan New Mexico Bowl announce that the Nevada Wolf Pack have accepted an invitation to the seventh annual game to be played on Saturday, Dec. 15. The game, which should pit the 7-4 program against a member of the Pac-12, will kick off the FBS postseason, at 11 a.m. MT at University Stadium on the University of New Mexico campus and air nationally on ESPN, ESPN HD and ESPN Radio.

?We are happy to welcome Nevada back to the Gildan New Mexico Bowl,? said Jeff Siembieda, Gildan New Mexico Bowl Executive Director. ?They are an exciting team having a terrific season and we look forward to hosting Coach Ault and his team for what should be another great bowl week.?

Nevada, representing the Mountain West Conference, makes its second appearance in the Gildan New Mexico Bowl. The Wolf Pack competed in the 2007 game as a representative of the WAC, falling 23-0 to the New Mexico Lobos.

The Wolf Pack are 7-4 overall and 4-3 in league play with one game remaining in the regular season, hosting No. 22 Boise State on Saturday, Dec. 1. Their last game was in Albuquerque on Nov. 17, where the Wolf Pack picked up a 31-24 win over New Mexico. Nevada ranks seventh in the nation in rushing offense and 10th in total offense. They are led by running back Stefphon Jefferson, who is second in the country in rushing.
Nevada has been to seven straight bowl games, competing last year in the Sheraton Hawai`i Bowl against Southern Miss. The Wolf Pack?s last victory in a bowl game was the 2010 Kraft Fight Hunger Bowl, topping Boston College, 20-13.

Mursi decree stirs debate on Brotherhood role

CAIRO (Reuters) - The decree that expanded President Mohamed Mursi's powers and plunged Egypt into crisis came as a shock to some of his team; a step with huge legal ramifications, it appeared to have caught even his justice minister off guard.

The surprise move on November 22 has fueled debate on how far the Muslim Brotherhood is dictating policy and ignoring cabinet members and others in an administration that Mursi presents as being inclusive of Egypt's political forces and not dominated by the Islamist party whose electoral muscle put him in office.

Signs that Mursi failed to consult those formally appointed as his advisers on a decree that has set off countrywide protests and violence have given ammunition to critics.

These paint a picture of a man with autocratic impulses who either heeds only his own counsel or, what is more troubling to many, is in thrall to old friends in the Brotherhood, a movement long banned by the old regime and which many Egyptians still view with suspicion as a secretive cabal with radical aims.

That is the very perception he has been trying to fight since he came to office, when the Brotherhood pledged to free Mursi of partisan pressure and he himself promised to be a president for all and to build a broad-based presidential administration. Much of that work has been undone.

"There is a lot obscurity linked to how decisions are taken in the presidency," said Nabil Abdel Fattah, a political scientist. "There is a certain party that is taking this decision," he said. "And the most likely answer is that it is members of the Muslim Brotherhood."

RESIGNATIONS

At least two of Mursi's advisers have resigned in the days since he issued a decree opponents see as a major threat to the country's nascent democracy. One of them, a Christian, had the title of Mursi's assistant for "democratic transformation".

Like most Egyptians, Samir Morkos only learnt of what was in the decree when it was read on state television late on Thursday, he told the London-based Asharq al-Awsat newspaper.

Another adviser, Emad Abdel-Ghaffour, told Reuters he had not been consulted either. Head of the hardline Islamist Nour Party, he is still serving as an adviser on "social outreach". He is in almost daily contact with Mursi, an aide said.

"Our opinion was not sought," Abdel-Ghaffour said of the decree, adding that he had reservations on the text, but like other Islamists, was broadly supportive of it.

It is the second time Mursi has surprised Egyptians with a dramatic move that has challenged perceptions of him as an accidental president - the man who ran only because the Brotherhood's first-choice candidate was disqualified.

Khairat al-Shater, the group's original candidate, has largely stayed out of the public eye since Mursi took office.

Mohamed Habib, a former Brotherhood deputy leader who left the movement last year, said he had no doubt Mursi had consulted the group before making such a controversial move: "It's clear that some were consulted, and others were not," he said.

"He is in great need of their backing, especially when a decision is expected to face attack," he said, referring to the Brotherhood. "He has not and will not break with them until he is on a firm footing in the presidency," Habib told Reuters.

Mursi, a 61-year-old, U.S.-trained engineer, similarly made waves with an August decision that forced into retirement Hosni Mubarak-era generals who had established themselves as a rival source of authority. That time, Mursi enjoyed broad support for sidelining Field Marshal Hussein Tantawi. Not this time however.

OBSCURITY

Critics of Mursi's decree fear it puts at risk the entire democratic transformation in Egypt, run for decades by army-backed autocrats. Among other controversial articles, it shields from judicial review decisions taken by Mursi until a new parliament is elected some time next year.

The Mursi administration has defended the decree as a temporary step needed to smooth the transition to a new system of government. It guarantees new steps to investigate violence against protesters during the uprising against Mubarak.

The president's only public appearance since the decree was to Islamist supporters outside his presidential offices.

Liberal politician Mohamed ElBaradei said Mursi had not given "a whiff of an indication" that he had anything of the sort in mind when they met in the days before the announcement.

"You assume that if somebody, the president, is going to take sweeping measure grabbing all powers that he will at least consult before. There was no consultation at all. That doesn't show the best of good intentions or good will," he told Reuters.

"He didn't mention anything of that kind," added Amr Moussa, the former Arab League secretary general who ran in the presidential election and met Mursi three weeks ago. He was also speaking to Reuters.

Brotherhood spokesmen routinely refer questions about Mursi to the president's staff, saying they cannot speak for him.

Brotherhood spokesman Mahmoud Ghozlan dismissed the accusations that the group shapes presidential policy as one of an endless list of fabrications against the group.

"The president has many legal experts and I think they wrote it," he said, referring to the decree.

Justice Minister Ahmed Mekky, a judge broadly respected for his independence in the Mubarak era, has studiously avoided answering journalists' questions on whether he knew about the decree in advance. He has since expressed his "reservations".

In California, some parents are forking over $99 dollars to a company that employs off-duty or retired police officers so that they can have someone following their kids. The parents are concerned that their kids will be texting or talking on the phone while behind the wheel, or driving dangerously.

The teens apparently know they will be followed at some point, but not the specific time of when it will occur. One father who used the service called it a ?win-win? for he and his daughter, as it confirmed for him that she was being responsible.

The company also points out that the leading cause of death for U.S. teens is car accidents.

So are the parents going too far out of a fear for their kids? safety? Shepard Smith talked to Judge Andrew Napolitano on Studio B about the constitutionality of this practice and the two discussed whether it?s another indication that Americans are becoming increasingly comfortable with being spied on.

?[The cops] may be off duty, they may be out of uniform. They still have a government-issued badge, a government-issued gun. They?re still cops. They are still using the power of the government ? the badge and the gun and the equipment that also accompanies that ? to spy on somebody. [...] Children have constitutional rights like the rest of us. So this is a serious violation of the Fourth Amendment right of the person spied on, whether it?s my grandmother or my nephew,? said Napolitano.

Smith pointed out that spying in America seems to be ?all the rage,? and becoming more and more commonplace.

Napolitano answered by pointing out that, ?It starts with the federal government saying ?if we don?t spy on you, we can?t keep you safe,? and then it makes its way down.?

Israel's Defence Minister Ehud Barak announced his resignation from politics at a news conference in Tel Aviv on Monday. A former prime minister, he has served as defense minister since 2007.

JERUSALEM - Defense Minister Ehud Barak, a main architect of Israel's policy toward Iran's nuclear program, said in a surprise announcement on Monday that he was quitting politics and would not run in the Jan. 22 national election.

"I have decided to retire from political life and not to run for the next Knesset ... I will end my term as defense minister once the next government is established, in about three months," he told a news conference.

"I want to dedicate more time to my family. I feel I have exhausted dealing with political life, which has never been a passion of mine, and I feel there is room to allow other people to serve in senior roles in Israel," he said.

ANALYSIS: It may not be over for Israel?s Barak

Opinion polls had predicted a poor showing for the small centrist Independence party that Barak currently leads, but recently indicated that voter support had strengthened as a result of Israel's eight-day offensive in the Gaza Strip that ended in a cease-fire on Wednesday.

Barak, 70, has been a key player in Israel's tough policy toward curbing Iran's nuclear ambitions and has been Prime Minister Benjamin Netanyahu's unofficial envoy to Washington in order to smooth over differences with the Obama White House. However, the two, who enjoyed a close working relationship for most of the past four years, have reportedly?fallen out over whether to defer to the U.S. on any attack against Iranian nuclear facilities.

He has been defense minister since 2007 and served as prime minister from the Labor party from 1999 to 2001.

Before getting involved in politics, Barak was an army commando who rose to the highest ranks of the military, becoming Israel's most decorated soldier. As prime minister, he initiated Israel's withdrawal from southern Lebanon in 2000. Then, two years after becoming prime minister, he lost an election to Ariel Sharon.

After his resignation, Barak says he plans to "study, to write, to live and have a good time."

Mauritius holds key repo rate, expects improved 2013 economy

PORT LOUIS (Reuters) - The Mauritius central bank held its key repo rate unchanged at 4.90 percent on Monday, and said it expected its economy to perform better in 2013 as economic conditions in its main trading partner countries stabilised.

The Monetary Policy Committee said while there was some tentative evidence of a "bottoming" in the global economy, there were still risks from the debt crisis in the euro zone and high food prices.

"The domestic economy has withstood the external headwinds relatively well, notwithstanding the slowdown in growth dynamics and price pressures in major export sectors," the committee said in a statement.

"Projected growth for 2012 is maintained at 3.3 per cent and a preliminary Bank of Mauritius staff estimate for 2013 shows a pick-up to a range of 3.6 - 3.9 percent as economic conditions stabilise in main trading-partner countries, it said.

The committee said the central bank had forecast year-on-year inflation at 5.7 percent by December 2013 on a no-policy change basis and expressed "strong concerns over a possible resurgence of inflation".

It added that the rate decision had been taken after a third round of voting, after some members voted for a "marginal increase their worries over the worsening inflation outlook while anchoring inflation expectations".

Some analysts expressed reservation at the central bank's cautious stance.

We believe that the MPC should have given priority to growth instead of inflation given the slowdown on our main markets and its impact on our export and tourism sectors," Raj Makoond, director of the Joint Economic Council, an umbrella group of private sector organisations told Reuters.

"However, in the present economic context we feel that the decision of a majority of members to maintain the repo rate rather than increasing it is the least harmful," he said.

Eight out of nine analysts expect the central bank's Monetary Policy Committee (MPC) to hold its benchmark lending rate at 4.9 percent.

The Finance Ministry has a growth forecast of 4 percent for the $10 billion-a-year economy from a projected growth rate of 3.4 percent this year.

John McCain Softens Opposition To Susan Rice Nomination

WASHINGTON -- Sen. John McCain (R-Ariz.) said he could be convinced not to prevent United Nations Ambassador Susan Rice from taking the top job at the U.S. State Department if President Barack Obama were to nominate her for the position.

McCain previously said he would block a Rice nomination for secretary of state because of her faulty explanation for the murder of Libya Ambassador Chris Stevens and three other Americans in Benghazi in September.

"Fox News Sunday" host Chris Wallace asked McCain if there was anything Rice could do to change his mind.

"Sure, she can give everyone the benefit of explaining their position, and the actions they took," McCain said. "I'll be glad to have the opportunity to discuss these issues with her."

McCain had questions for Rice: "Why did she say that al Qaeda has been decimated?" McCain said. "Al Qaeda has not been decimated. They are on the rise. They are all over Iraq. Training camps are in Libya. They are all over Syria and are on the rise in the Middle East, and there's a lot of questions for Ambassador Rice. And I'm sure I'll have the opportunity to discuss these with her."

Less than two weeks ago, McCain said he'd stop a Rice nomination at all costs. "I will do everything in my power to block her from being the United States secretary of state," McCain said on Nov. 14. "She has proven that she either doesn't understand, or she is not willing to accept evidence on its face. There is no doubt five days later what this attack was and for."

Shortly after the attack, Rice said on talk shows that it was not related to terrorism. The administration later clarified that Rice's comments were based on incomplete talking points from the intelligence community.

Rice said last week that some of McCain's statements about her were "unfounded," but that she looked forward to talking with him.

President Obama, for his part, has harshly criticized McCain and Sen. Lindsey Graham (R-S.C.) for their criticism of Rice.

"If Senator McCain and Senator Graham and others want to go after someone, they should go after me," Obama said. "And I'm happy to have that discussion with them. But for them to go after the United Nations ambassador, who had nothing to do with Benghazi and was simply making a presentation based on intel she had received, and to besmirch her reputation, is outrageous."
