The remuneration models of travel management companies lack transparency. This situation is not new. However, over the past five years the issue has grown more contentious. Previously travel managers were facilities manager.

TMCs often receive financial incentives from suppliers that are not disclosed to clients. These can take several forms. SMAs ? sales and marketing agreements with payments linked to activities provided by the TMC to promote the supplier. Overrides ? payments by a supplier to an agent as a reward for exceeding pre-agreed volumes. Commissions ? remuneration to an agent as a percentage of the value of product sold.

This leads to suspicions from buyers that TMCs have higher profits than they claim. This debate led the ITM (Institute of Travel and Meetings), to start publishing a series of reports, beginning in 2009, into TMCs remuneration. It aimed to encourage greater disclosure from TMCs about costs, income sources and profit mark ups.

?

The ITM also called for greater disclosure from buyers. It argued that a lack of information from the latter exacerbates the problem. Repeated booking changes and delaying of ticketing by company employees greatly increases the processing costs of TMC.

?

However, this sort of information is rarely revealed to a TMC. They therefore cannot factor it into their costs when negotiating with procurement people. So they find that the costs of serving a client are much higher than they originally predicted. This encourages TMC?s to have multiple income streams as a safeguard.

?

So what can buyers and companies do to encourage more openness? Having a strong business travel policy and enforcing it reduces their, and their TMC?s, costs. However the latter is still likely to resist greater openness; fearing that it will be used to push them into accepting lower profit margins.

?

Full disclosure must come from both sides. It should be about relations with suppliers, costs and profit margins and companies? travel polices and the degree of compliance. This prevents either party from feeling they were taken advantage of.

Endeavour flies over Ariz. en route to Calif. home

TUCSON, Ariz. (AP) ? Space shuttle Endeavour flew over Tucson on Thursday in honor of former Congresswoman Gabrielle Giffords and her astronaut husband before continuing its trek west to retirement in a Los Angeles museum.

Hundreds of people gathered on the grass mall at the University of Arizona campus to watch the Endeavour, atop a modified jumbo jet, as it flew in from the east and did a partial loop over the city.

Robert Thomas, a veterans hospital X-ray tech, was there with his wife, Marsha Colbert.

Colbert stood on a bench along a campus street taking pictures as Thomas and others whooped with joy at seeing the shuttle.

"It's beautiful. Oh, my god," Thomas said as it flew over.

The retired shuttle took off from a Houston airport Thursday morning, and will end up in Los Angeles after spending the night at Edwards Air Force Base, 100 miles north of Los Angeles, then making one last low-flying pass around the state.

The stop in Tucson was requested by the last person to command an Endeavour mission, retired astronaut Mark Kelly, Giffords husband.

The couple recently moved back to Tucson from Houston, where Giffords was recovering from serious injuries she suffered in a 2011 attack in which a gunman killed six people and wounded Giffords and 12 others.

Thursday's flyover gives NASA a chance to honor Giffords' legacy as a longtime advocate for American human spaceflight, NASA spokeswoman Lisa Malone told The Associated Press in an email. She said no additional costs would be incurred by honoring Kelly's request.

Hundreds of people gathered Wednesday to watch the shuttle land in Houston for an overnight stay, an exciting but bittersweet moment for many residents who felt spurned that Space City wasn't chosen as the final home for one of the five retired shuttles.

"I think that it's the worst thing that they can do, rotten all the way," said 84-year-old Mary Weiss, clinging to her walker just before Endeavour landed after flying low over Gulf Coast towns, New Orleans and then downtown Houston and its airports.

Space City, partly made famous by Tom Hanks when he uttered the line "Houston, we have a problem" in the movie "Apollo 13," has long tied its fortune to a mix of oil and NASA. Astronauts train in the humid, mosquito-ridden city, and many call it home years after they retire. The Johnson Space Center and an adjacent museum hug Galveston Bay.

Houston's bid for a shuttle was rejected after the White House retired the fleet last summer to spend more time and money on reaching destinations, such as Mars and asteroids. Instead, Houston got a replica that used to be displayed at the Kennedy Space Center.

"The one we're getting is a toy. An important toy, but a toy nonetheless," said Scott Rush, 54, of Crystal Beach, Texas.

Still, people came out in droves Wednesday, waving American flags and toting space shuttle toys, cameras and cellphones.

Back-to-back delays in the ferry flight resulted in one day being cut from the Houston visit. After landing, the Endeavour rolled slowly in front of the cheering crowd. It circled and preened like a runway model, giving awed spectators an opportunity to take pictures from a variety of angles.

"I want to go on it," said 3-year-old Joshua Lee as he headed to the landing area with his mother and grandmother.

The shuttle took off after sunrise Thursday, riding piggyback on a jumbo jet. It stopped at Biggs Army Airfield in El Paso, Texas, before heading toward Tucson and then on to NASA's Dryden Flight Research Center, Calif. After spending a night there, the shuttle will head to Los Angeles International Airport on Friday.

In mid-October, Endeavour will be transported down city streets to the California Science Center, its permanent home.

NASA still plays a large role in Houston, and astronaut Clayton Anderson, who lived on the International Space Station from June to November 2007, encouraged people to focus on a new era of space exploration.

"The shuttles are a wonderful legacy, a huge part of Houston, but now it's time to look to the future," said Anderson, who lives in the Houston suburb of League City.

This is the last flight for a space shuttle. Atlantis will remain at Kennedy for display, and Discovery already is at the Smithsonian Institution, parked at a hangar in Virginia since April.

Endeavour ? the replacement for the destroyed Challenger shuttle ? made its debut in 1992 and flew 25 times before it was retired. It logged 123 million miles in space and circled Earth nearly 4,700 times.

    Affidavit says Vilma offered $10,000 to hurt Favre

    NEW YORK (AP) ? The NFL presented Jonathan Vilma and his attorney with a sworn statement from former Saints defensive coordinator Gregg Williams saying the linebacker placed a $10,000 bounty on Brett Favre.

    Vilma met with Commissioner Roger Goodell on Monday in New York about his suspension, which has been temporarily lifted. Attorney Peter Ginsberg said they were given an affidavit at the meeting.

    "What Gregg Williams said in his most recent affidavit is the same falsity he has previously provided," Ginsberg said.

    "I don't know what Gregg Williams' motives are, but I do know that any suggestion by Williams that Jonathan put up $10,000 as an incentive for his teammates to injure another player is absolutely false."

    Vilma tweeted on Monday night that Williams was "bullied to sign the affidavit," saying Williams signed it on Friday.

    Williams is now with St. Louis, though he has been suspended indefinitely. An associate of his said Williams did not want to talk to the media.

    Vilma, who denied in court that he offered money in exchange for injuring the former Vikings quarterback, was one of four players suspended by Goodell in the bounty scandal.

    "Today everyone was afforded an opportunity to start over," Vilma said outside the NFL's Park Avenue offices more than three hours after he went in. "It was in our best interest to meet today. We spoke truthfully, honestly, bluntly."

    An appeals panel earlier this month said Goodell must clarify his rulings to ensure no part of his decisions was based on salary cap violations. That would be the jurisdiction of special master Stephen Burbank.

    Goodell must show that the basis for the discipline was inappropriate conduct ? such as intent to injure ? rather than any secret monetary compensation. In that case, he has full authority to impose the suspensions.

    Players and coaches implicated in the bounty pool have testified under oath in a related federal court case they never intended to injure opposing players.

    New Orleans defensive end Will Smith (four games), Browns linebacker Scott Fujita (three) and free agent defensive end Anthony Hargrove (eight) are expected to have their meeting Tuesday.

    "We appreciate Jonathan Vilma taking the time to meet today and look forward to seeing the other players tomorrow," NFL spokesman Greg Aiello said.

    Smith played in each of the Saints' first two games and Vilma is on the physically unable to perform list. Fujita made his season debut in Cleveland's loss to Cincinnati on Sunday. Hargrove was cut by Green Bay during the preseason.

    Vilma, initially suspended for the entire season, requested a separate meeting. He hasn't played because he is on the physically unable to perform list as he rehabilitates following offseason surgery on his left knee.

    How birds master courtship songs: Zebra finches shed light on brain circuits and learning

    ScienceDaily (Sep. 17, 2012) ? By studying how birds master songs used in courtship, scientists at Duke University have found that regions of the brain involved in planning and controlling complex vocal sequences may also be necessary for memorizing sounds that serve as models for vocal imitation.

    In a paper appearing in the September 2012 issue of the journal Nature Neuroscience, researchers at Duke and Harvard universities observed the imitative vocal learning habits of male zebra finches to pinpoint which circuits in the birds' brains are necessary for learning their songs.

    Knowing which brain circuits are involved in learning by imitation could have broader implications for diagnosing and treating human developmental disorders, the researchers said. The finding shows that the same circuitry used for vocal control also participates in auditory learning, raising the possibility that vocal circuits in our own brain also help encode auditory experience important to speech and language learning.

    "Birds learn their songs early in life by listening to and memorizing the song of their parent or other adult bird tutor, in a process similar to how humans learn to speak," said Todd Roberts, Ph.D., the study's first author and postdoctoral associate in neurobiology at Duke University. "They shape their vocalizations to match or copy the tutor's song."

    A young male zebra finch, Roberts said, learns his song in two phases -- memorization and practice. He said the pupil can rapidly memorize the song of an adult tutor, but may need to practice singing as many as 100,000 times in a 45-day period in order to accurately imitate the tutor's song.

    During the study, voice recognition software was paired with optogenetics, a technology that combines genetics and optics to control the electrical activity of nerve cells, or neurons. Using these tools, the researchers were able to scramble brain signals coordinating small sets of neurons in the young bird's brain for a few hundred milliseconds while he was listening to his teacher, enabling them to test which brain regions were important during the learning process.

    The study's results show that a song pre-motor region in the pupil's brain plays two different roles. Not only does it control the execution of learned vocal sequences, it also helps encode information when the pupil is listening to his tutor, Roberts said.

    "We learn some of our most interesting behaviors, including language, speech and music, by listening to an appropriate model and then emulating this model through intensive practice," said senior author Richard Mooney, Ph.D., professor of neurobiology and member of the Duke Institute for Brain Sciences. "A traditional view is that this two-step sequence -- listening followed by motor rehearsal -- first involves activation by the model of brain regions important to auditory processing. This is followed days, weeks or even months later by activation of brain regions important to motor control."

    "Here we found that a brain region that is essential to the motor control of song also has an essential role in helping in auditory learning of the tutor song," Mooney said. "This finding raises the possibility that the premotor circuits important to planning and controlling speech in our own brains also play an important role in auditory learning of speech sounds during early infancy." This brain region, known as Broca's area, is located in the frontal lobe of the left hemisphere.

    The research has implications for the role of premotor circuits in the brain and suggests that these areas are important targets to consider when assessing developmental disorders that affect speech, language and other imitative behaviors in humans, Roberts said.

    In addition to Roberts and Mooney, study authors include Sharon M. H. Gobes of Harvard University and Wellesley College; Malavika Murugan of Duke; and Bence P. ?lveczky of Harvard.

Make sure you thank your connections for their assistance, and let them know you?re prepared to be similarly helpful in their futures. If your connections don?t respond to your personal messages, don?t envision the worst. Today?s professionals are working more with less, so it?s very possible that your message is one of the last tasks on their to-do lists. Send them another message the following week touching base.
