Updated at 1:30 p.m. ET: Iran claimed Wednesday that it has taken two major steps toward mastering the production of nuclear fuel, a defiant move in response to increasingly tough Western sanctions over its controversial nuclear program.

Israeli Prime Minister Benjamin Netanyahu, meanwhile, said that Iran was destabilizing the world.

Israel has accused Iran of waging a campaign of state terror and has threatened military strikes on Iranian nuclear facilities, while Iran has blamed the Jewish state for the recent killings of Iranian atomic scientists. Iran has denied responsibility for three bombing incidents this week.


In Iran, President Mahmoud Ahmadinejad oversaw the insertion of the first Iranian domestically-made fuel rod into a research reactor in northern Tehran, the country's official IRNA news agency reported.

Separately, the semiofficial Fars agency reported that a "new generation of Iranian centrifuges" had been installed and had gone into operation at the country's main uranium enrichment facility at Natanz in central Iran.

The West suspects Iran's nuclear program is aimed at producing atomic weapons, a charge Tehran denies, insisting it's geared for peaceful purposes only, such as energy production.

The crisis has already resulted in sanctions placed on Iran's economy, and there are fears that it could escalate to military action.

Iran: Nuclear facilities immune to cyber attack

Iran's nuclear announcements came as the country said Wednesday it halted oil exports to six European countries ? the Netherlands, Spain, Italy, France, Greece and Portugal ? in response to recent new European Union sanctions.

IRNA boasted that the nuclear fuel announcement is the final step in the entire cycle of nuclear fuel ? from extracting uranium ore to producing the finished rods.

Amid rising tensions with Israel, Iran says they are willing to resume nuclear talks with the World Security Council. The Woodrow Wilson Center's Robin Wright talks about Iran's nuclear developments.

Israel's Netanyahu reiterated claims that Iran was behind explosions this week that targeted Israeli diplomats in India and the former Soviet republic of Georgia, as Israeli officials strongly suggested Iran was behind bomb blasts in Bangkok Tuesday.

"If this aggression isn't halted, ultimately it will spread to many other countries," Netanyahu said.

"Iran's terror operations are now exposed for all to see," Netanyahu added, according to the Israeli newspaper Haaretz. "Iran is undermining the world's stability and harms innocent diplomats. World countries must condemn Iran's terror acts and draw a red line."

On Monday in New Delhi, an explosion tore through an Israeli diplomatic vehicle, wounding the driver and a diplomat's wife, according to Indian officials.

However on Wednesday, police in Malaysia said the third suspect had been arrested.

Security forces in Thailand were also searching for an Iranian woman who they said had originally rented the house.

Late Tuesday, Israel's Channel 10 TV quoted unidentified Thai authorities as saying the captured Iranians confessed to targeting Israeli interests.

Thai police have named the Iranian pair in custody as Saeid Moradi, who lost at least one leg in a self-inflicted grenade blast as he tried to flee police, and Mohummad Hazaei, who was detained Tuesday as he tried to board a flight to Malaysia.

Both men are now facing four criminal charges, including possession of explosives, attempted murder, attempted murder of a policeman and causing explosions that damaged property.

Top security agencies called a news conference in which authorities acknowledged to being caught by surprise and said they had little information about who the alleged attackers were or their possible targets.

National Security Council chief Wichean Potephosree said the government had not yet determined if there was any link between the events in Bangkok, New Delhi and Tbilisi.

Australians falling behind in Asian language education

?WE?VE gone from crisis to disaster.?

Professor Tim Lindsey is blunt when describing the state of the study of Asian languages in Australia. He believes the failure to come even close to reaching Australian Government targets will endanger the nation?s lucrative Asian education market.

The chair of the Australia-Indonesia Institute and the director of the Asian Law Centre at the University of Melbourne, Professor Lindsey said the disinterest in learning Asian languages and failure to properly invest in their study shows a dangerous ?naivety? of Asia.

?Asian countries are overwhelmingly our largest trade partners (and) we are engaged in a state of ignorance,? Professor Lindsey said.

?It is a matter of national survival.?

Lindsey?s comments come after leading accountancy body CPA Australia called for Asian languages to be compulsory for all students from prep to Year 12.

Such calls have been criticised by Institute of Public Affairs researcher Chris Berg, who has said growth in engagement with Asia would be best encouraged through increased permanent migration, rather than a focus on what languages our students speak.

While the consequences of a decline in language study are disputed, the drop in student numbers, particularly those learning as a second-language, is clear for all to see.

An Australian Government-commissioned report released in mid-2010 revealed that the number of school students at all levels studying a language had decreased by more than 100,000 between 2000 and 2008. Prepared by the Asia Education Foundation, the report, titled the Current State of Chinese, Indonesian, Japanese and Korean Language Education in Australian Schools, indicated that the proportion of students at all levels studying one of the four key Asian languages had dropped from 24 per cent to 18.6 percent.

On Indonesian, for instance, the report stated there had been a decline of 10,000 students a year since 2005, making it an ?at-risk language at senior secondary schools?. Amazingly, given Australia?s population growth and the increased government interest in Asia, there were more Australian students studying Indonesian in the 1970s than now, Professor Lindsey said.

The decline in Japanese has been slower but is also serious. Between 2000 and 2008, the report described a 21 per cent decline in primary enrolments, and a 16.6 per cent drop in those studying it as a second language in Year 12. Korean meanwhile is ?all but gone from the education system?, although this is not a new development.

Growth in the Mandarin figures bucks the trend, boosting the average of the four languages. At the all crucial Year 12, there were 5,256 students enrolled in 2008. This equates to 45 per cent of the students at that level studying one of the four languages, which are promoted as part of the National Asian Languages and Studies in Schools Program (NALSSP). But this Mandarin growth hides the fact that the large majority of these students are from a Chinese ethnic background ? CPA Australia estimates only 300 Year 12 students are learning Chinese as a second language annually.

On 2008 figures, there would need to be a 100 per cent increase in Year 12 language enrolments to try to meet the NALSSP aim of 12 per cent of Australian students graduating with fluency in one of the Asian languages by 2020. This looks very unlikely.

Professor Lindsey said it was time for some ?social engineering? through language policy to occur, and hoped the Asian Century white paper due for release mid-year would call for a massive increase in funding for languages in schools and universities.

?We are the OECD country with the lowest level of second-country language skills?, he said.

?If the government throws $35 million at it, it will achieve nothing [and] our capacity to deal with [Asia] on our terms will suffer.?

One of Lindsey?s leading fears is the decline of our international education exports, worth $18 billion in 2009 according to a report prepared for the Australian Technology Network of Universities.

?Australia?s third biggest export is education, largely to the Asian market,? Professor Lindsey said.

?You can?t expect Asia to send their students to a country which is increasingly less understanding of them,? he said.

?Australia is educating Asia, but not investing in it? [and] as Asian universities increase their quality and sophistication, our market will decline.?

The IPA?s Chris Berg acknowledged the benefits of more Australians speaking the languages of our leading trade partners, but said the focus on Asian languages was unnecessary.

?You can have a deeper relationship if you speak the language,? Mr Berg said.

?[But] it is quite wrong to say if Anglo-Australians don?t learn Chinese that we will be without Asian skills.?

Last month Berg wrote in The Sunday Age that English?s status as the global language meant a government-backed Asian language push was unwarranted.

?English?s dominance is something to be celebrated, not regretted. And the education curriculum is already stuffed full. Choices have to be made. If governments want to give every student an advantage in business, perhaps basic statistics and accountancy would be more helpful,? he said.

CPA Australia?s checklist for this year?s federal budget seeks the establishment of a free-to-air television channel dedicated to Asian news and culture, and more integration of Asian history and culture into Australian curriculum, in addition to the mandatory language push.

CPA?s chief executive Alex Malley said the relationship with Asia must be based on broad mutual understanding and respect.

?Even in today?s wireless and virtual world, ongoing business success ultimately rests on personal interaction and nowhere is this more relevant than in an Asian context.?

Tim Lindsey does not believe all Australian students should be forced to study Asian languages, but rather exposure to them should be mandatory.

?We can?t rely on the immigration system,? he said.

?Yes, many Asians are learning English, but most are not. In Indonesia and China, it is just not spoken outside one or two cities.?

The Professor said a free-to-air TV channel wouldn?t make much difference, given the likely low number of viewers. Chris Berg also disagreed with the calls for a new channel, which he said shouldn?t be publically funding.

Professor Lindsey, who was a member of the reference group for the four-year NALSSP project now ending, said greater study of Asian history, culture and politics could occur in Australian schools, at the same time as students learnt about liberal democracy and Western history.

Chris Berg supported Asian studies in the curriculum, although he said western civilisations were not taught well to children.

?It is important they learn about western civilisations and the origins of liberal democracy first, [and] they?re not getting that at the moment,? Mr Berg said.

Professor Lindsey supported his push for greater government investment in Asian education by pointing to continuing poor attitudes towards the region. The latest Lowy Poll on Australians? attitudes to foreign policy issues found that a majority of respondents believed Australia was right to worry about Indonesia as a military threat, and had lukewarm feelings to its closest neighbour and China.

Putting in place measures to reverse the language decline would be expensive, Professor Lindsey said.

?[But] minor policy changes won?t do anything,? he said.

?If it is steady as we go, we will pay for it.?

CRANSTON, R.I. ? The winning ticket in Saturday's $336.4 million Powerball jackpot was sold at a Stop & Shop supermarket in Newport, but no one has come forward yet to claim the prize, Rhode Island lottery officials said Monday.

"It's great for the industry, it's great for Powerball and it's great for Rhode Island," said Gerald S. Aubin, director of the state's lottery.

The lump sum cash payout will be $210 million, which is the highest ever for Powerball, officials said. The jackpot was the third largest in Powerball history and the largest ever won in Rhode Island, officials said.

The jackpot is the sixth largest in U.S. history, lottery spokeswoman Melissa Juhnowski said. The top jackpot was a $390 million Mega Millions prize won in March 2007, she said.

The winning numbers were 1-10-37-52-57, Powerball 11.

The winning ticket was among three tickets with random numbers purchased on a $9 wager, officials said.

A Stop & Shop supermarket in North Providence sold a ticket that won $10,000 in Saturday's drawing, officials said.

A Stop & Shop spokeswoman had no immediate comment.

There is no bonus for the supermarket for selling the winning ticket, Aubin said. Instead of paying out a bonus, he said, Powerball retailers in Rhode Island get eight cents on the dollar for every ticket sold.

The win means Rhode Island gets a little more than $12 million in taxes on the prize, Aubin said.

The jackpot win is the first since the ticket price increased from $1 to $2 last month. Rising sales nearly doubled the jackpot from $173.5 million on Feb. 1.

Powerball is played in 42 states, Washington, D.C., and the U.S. Virgin Islands. The chance of matching all five numbers and the Powerball number is about 1 in 175 million.

Whitney Houston is being mourned nationwide, but her death especially hit home at The New Hope Baptist Church in Newark, N.J., where she grew up singing at services.

Reporter Todd Johnson from msnbc.com's partner, theGrio.com, went to the church and spoke to members. Bouquets of flowers have been attached to a fence in front of the church.

One note references one of Houston's top hits, "I Will Always Love You," reading "To Whitney Houston and the entire Houston family: Newark loves you and will always love you."

"In the '80s and the '90s, it was Whitney," said Thomas Ellis. "Before there was a Beyonce, there was Whitney."

Another?church member, Bob Thomas,?remembers his wife telling him about Houston's astounding performances at the church when she was just a young girl. She began singing solos at the church at age 11, around 1974. She was following in the footsteps of her mother, Grammy winner Cissy Houston.

"I didn't attend that much then, but my wife used to attend,"?Thomas said. "And my wife would tell me all the time about this young kid who could sing so great."

Neighbors say the massive structure will constrain their lifestyle with additional noise, traffic and harmful environmental impacts on the pristine countryside.

But the plot thickens. Other neighbors say Lucas has been a stellar neighbor and a steward of the land who has protected massive swaths of agricultural acreage from housing developments, while bringing jobs and tax-paying residents to the community.

It will all play out before what is likely to be a wide audience at the Marin County Planning Commission meeting on Feb. 27.

Residents of Lucas Valley Estates, a subdivision of 174 midsize to upscale homes about a half-hour drive north of the Golden Gate Bridge, are leading the charge against Grady Ranch. They believe the latest Lucas compound is simply too big for Lucas Valley, named for a 19th century rancher and no relation to the 67-year-old filmmaker.

"This is really the last gateway of historic farmland up here," said Liz Dale, an economist who specializes in land policy. "This is a nonsensical location."

The neighbors say Lucasfilms Ltd. pulled a stealth move on them, quietly taking a master plan that was passed in 1996 by the county supervisors, and then presenting a revised plan before the planning commission in December with what they say was little public notice.

That plan includes a 51-foot-tall, mission-style compound with two 85-foot towers, two indoor sound stages as well as an outdoor stage of nearly 7,000 square feet. There will be screening rooms, guest housing for visiting production teams, a general store and cafeteria for employees, as well as a 4,000-square-foot wine cave for private tastings and storage of the wine and olive oil produced on the working ranches.

Lucasfilm hopes to have the necessary permits in place and break ground by next year, with construction taking 18 months to two years.

"When the plan was passed in 1996, everybody had George Lucas stars in their eyes and whatever he wanted, they were happy to give," said Rachel Kamman, a water resources engineer who lives in another nearby subdivision.

"They wanted him to stay in Marin County," she said. "We still want him to stay in Marin County; people value his job, we value his industry, the creativity, and people think it's reflective of this county. But this is a big-boxed, outsourcing facility with significant unmitigated environmental impact."

Lucas' other projects include Skywalker Ranch and Big Rock, all adjoining the Grady compound. Combined, they comprise some 6,100 acres of grassy knolls, valleys and steep hillsides. Yet 95 percent of that land remains undeveloped and protected.

Skywalker houses sound and recording studios used for film and television scores and sound effects. Big Rock houses Lucasfilm Animation, multimedia office space and the George Lucas Educational Foundation.

Both have a working fire brigade with fire trucks and full-time firefighters who have helped other communities in Northern California.

Neighbors acknowledge that Skywalker and Big Rock have fit quietly into the community, but worry the bigger structure at Grady Ranch could one day morph into anything from a theme park to a casino, a winery or hotel.

"This is a way to get in, and then it's too big to fail," said Carl Fricke, an environmental scientist who lives down the winding, two-lane road that runs past all the Lucas ranches and the homeowners of Lucas Valley Estates.

Tom Forster, director of communications at Skywalker, insists the digital production facility at Grady will be no temple of doom. It will eventually be screened from view when the trees mature, there will be minimal noise and they will spend millions to mitigate traffic concerns.

"We're a really strong film company, in fact the only one in the Bay Area, and we have such a good and strong history of employing thousands and doing good work ? with no history of these various fears of tremendous noise and ugly traffic," Forster said.

There will be an 11-mile public hiking and biking trail; they've devoted 800 acres to Marin County open space that will never be developed, power lines will be underground and new bridges and water tanks will be installed to protect the creek and offset water use.

The Grady Ranch digital production facility will employ 340 people and most of the parking will be underground.

"We've been good stewards of the land; we cleaned up all the old farm dumps and rusted cars and trash and old refrigerators that were discarded in the creek beds," Forster said, as he drives by a covered wooden bridge and ancient tractor equipment on display in the fields.

Emilie Nicks, director of corporate communications for Lucasfilm, said she's frustrated none of the Lucas Valley Estates homeowners has approached them to talk about the plan.

She wants them to know that digital filmmaking no longer requires the crash-bang of the old film sets and that their sound stages are so well insulated with acoustical walls that noise does not carry outside; the outdoor stage will be used mainly to capture natural lighting.

"It's important to us to be good neighbors and respectful of their concerns," she said.

The neighborhood association said they'd like to work with Lucasfilm to help them find other locations in Marin County, closer to the commercial corridor along Highway 101.

"I think that he could be a hero if he did a sensitive project in this location," said Tom Taylor, an architect and Lucas Valley Estates resident. "It could be something that makes a statement about what he's created in his career, rather than slapping something the size of two football fields out there. It looks like a casino or a theme park, any shopping mall in any place."

John Newman, president of a small wine business who lives in Marinwood, two subdivisions down from Lucas Valley Estates, believes it's "disingenuous" for his neighbors to complain about the Lucas ranches. He said it's a textbook case of not-in-my-backyard mentality.

"Skywalker has been an excellent neighbor," Newman said. "They've kept a low profile and they've had 30 years of demonstrating that they'll do anything possible to accommodate the community."

He noted that many Lucasfilm employees live in the community and that the alternative might have been more houses on Grady Ranch.

"That's a gift and a blessing to the community that seems to be forgotten by the homeowner's association," Newman said.
